General Description

The National Indian Health Board (NIHB) seeks an experienced Director of Public Health Policy and Programs. The Director will work with the Chief Executive Officer. The Director of Public Health Policy and Programs at the National Indian Health Board (NIHB) fills a senior leadership and management role, and is a member of NIHB’s senior management team. The Director serves as an advisor, policy and budget analyst, advocate and strategist. The position requires complex decision-making and extensive collaboration with peers and senior leaders in Indian Country. The position also advances strategic projects and priorities related to NIHB’s efforts to improve public health systems, programs and policies in service to American Indian and Alaska Native Tribes, Tribal members and the communities we serve. NIHB seeks an individual who thinks and acts strategically and effectively to help increase the organization’s capacity to advance programs, provide research and technical assistance and develop systems approaches that will help improve Tribal public health and promote health equity at the national level. We seek an individual who has vision, passion, commitment, knowledge, proven skills and a proven track record in achieving measurable advancements in public health infrastructure and capacity, policy and programs for Tribal Communities.

 

Responsibilities

  • Advances strategic projects and priorities related to NIHB’s efforts to improve public health systems, programs and policies in service to American Indian and Alaska Native Tribes, Tribal members and the communities we serve;
  • Exhibits positive leadership skills and behaviors, and will lead efforts related to research, policy development, program implementation, partnership building, strategic and collaborative thinking, and fundraising;
  • Thinks and acts strategically and effectively to help increase the organization’s capacity to advance programs, research, and technical assistance using a systems approach that is creative and entrepreneurial;
  • Manages multiple projects concurrently and also supervises a growing team in accordance with NIHB expectations, policies, and procedures;
  • Writes grants, writes budgets, and prepares grant reports with supporting documentation in collaboration with grants compliance and program staff, and helps to ensure grants compliance;
  • Creates and tracks the annual budget for Public Health Policy & Programs in collaboration with the Chief Program Officer, and gives input to development of the overall annual organizational budget;
  • Leads the NIHB Tribal Public Health Summit; supervises the Behavioral Health Conference; assists with the NIHB National Tribal Health Conference; and
  • Works effectively and efficiently with all internal staff, stakeholders, vendors/contractors, and others.

 

 

Education Requirements and Qualifications

  • Required: Master’s degree in Public Health, Health Administration, Health Science, Public Policy, Public Administration or similar field.

Knowledge, Skills, and Abilities (required):

  • Experience working with Tribes or Tribal organizations;
  • A minimum of three years’ experience in management of public health programs / projects (should include experience in grant writing, program evaluation, and reporting);
  • Experience with federally and privately funded grant operations;
  • Excellent written communication skills;
  • Strong presentation and oral communication skills;
  • Strong organizational skills;
  • Ability to multi-task, manage priorities and excel in a fast paced work environment;
  • Ability to work with diverse teams of people; and
  • Ability to lead and innovate.
This is a full time, Washington DC-based position; up to 25% travel will be required.

Congressional Relations Associate

National Indian Health Board (NIHB)

 

General Description

The National Indian Health Board (NIHB) is seeking to hire a Congressional Relations Associate to assist in legislative tracking, analysis, outreach, education, and advocacy efforts on Capitol Hill as they impact healthcare and public health priorities in Indian Country. The Congressional Relations Associate will report to the Director of Congressional Relations and will be a member of the Congressional Relations Department. This is a position requiring a combination of education, experience, cultural competency and political acumen that would adequately prepare one for a critical role at a national, Tribal, non-profit organization. The Congressional Relations Associate will have both internal and external facing responsibilities grounded in serving the nation’s Tribes to advance the mission of NIHB through excellence in legislative tracking, policy analysis, advocacy, outreach, technical assistance, research and related projects. The Congressional Relations Associate must have a strong understanding of legislative affairs on Capitol Hill, health care delivery systems, the federal trust relationship with Indian Tribes, as well as the legal, policy, and political frameworks impacting Direct Service and Self Governing Tribes. The position requires strong organizational and communication skills, project management capabilities, and the ability to think strategically about how to support Tribes and Tribal leaders as they seek to strengthen healthcare access and public health services and infrastructure. The successful candidate will be an individual with vision, passion, commitment, knowledge, skills and a proven track record in achieving measurable advancements in health policy and programs.

 

Responsibilities

  • Identify, track and analyze health and public health related legislation that impact American Indian and Alaska Native (AI/AN) Tribes and Tribal members as well as the Indian Health Service (IHS), and Tribal health programs (I/T/Us)
  • Create spreadsheets, memoranda, PowerPoints, or other tools to both track and report out on NIHB’s progress on its Legislative and Policy Agenda;
  • Assist in scheduling, preparation, and follow-up from NIHB’s outreach and advocacy meetings on Capitol Hill;
  • Establish strong relationships with Tribal leaders, Tribal technical experts, and NIHB member organizations to build collaboration and support for achievement of NIHB’s Legislative and Policy Agenda;
  • Provide technical and logistical support to the Director or Deputy Director of Congressional Relations in preparation, implementation, and follow-up to convenings of the National Tribal Budget Formulation Workgroup;
  • Prepare a range of factual outreach and education materials for congressional offices outlining the Tribal position on proposed legislation impacting healthcare or public health;
  • Prepare outreach and education materials for both Tribal and non-Tribal audiences so that NIHB constituents are apprised of proposed legislation impacting or holding potential to impact the Indian health system; including yearly discretionary appropriations, and proposed legislation impacting Medicare, Medicaid, Affordable Care Act (ACA), private insurance coverage, health service delivery, telehealth expansion, public health services, public health infrastructure, health information technology (IT), and other areas under the umbrella of healthcare and public health;
  • Organize, respond to, and write official testimony and/or comments related to proposed legislation, appropriations, and other areas of need as requested by the Director or Deputy Director of Congressional Relations;
  • Communicate written testimony and comments to Tribes and Tribal organizations as well as develop templates for others to use; • Provide content for NIHB’s newsletters, website, and other publications; • Represent NIHB at external meetings and provide prepared updates on policy issues;
  • Assist in planning and implementing the NIHB National Tribal Health Conference and Tribal Public Health Summit, and other meetings and events;
  • Provide reports and updates to the NIHB Board of Directors, senior leadership, and funders;
  • Assist in grant writing and program evaluation activities;
  • Assist in writing project reports;
  • Work effectively and efficiently with all internal staff, Indian Country stakeholders, external vendors/contractors, and others; and
  • Other duties as needed.

 

Education Requirements and Qualifications

  • Bachelor’s degree in political science, health policy, health administration, law or other relevant field required; Advanced degree in these or related areas preferred;
  • At least two years’ experience in policy, research, and analysis at a non-profit or government entity; work experience on Capitol Hill strongly preferred (including internships);
  • Experience in American Indian / Alaska Native policy required; experience with American Indian / Alaska Native health policy preferred;
  • Knowledge and familiarity with federal laws of significance to Indian Health preferred (titles XVIII and XIX of the Social Security Act, the Indian Self-Determination and Education Assistance Act, Public Health Service Act, the Affordable Care Act and the Indian Health Care Improvement Act );
  • Possess excellent verbal and written communications and interpersonal skills, including proven success and experience with public speaking and meeting facilitation;
  • Experience in health policy development and solid analytic skills combined with knowledge about the national health care agenda, issues, impacts, and trends, as they relate to American Indian and Alaska Native Tribes;
  • Ability to learn quickly and efficiently, work with diverse teams of people, multi-task and manage priorities;
  • Experience administering federal grants and contracts preferred;
  • Keen attention to detail;
  • Strong organizational skills combined with the capacity to execute on priorities in a timely manner.

This position is located at the Absentee Shawnee Tribal Clinic- Little Axe Clinic in Norman Oklahoma. The Little Axe Clinic is an outpatient multi-disciplinary clinic established and managed by the Absentee Shawnee Tribe of Oklahoma. Primary duties include patient registration, scheduling appointments; instructing and assisting patients with regard to completing documentation and procedures; answering and directing all phone calls, maintaining a professional and confidential working environment.

 

Responsibilities

  • The purpose of this position is to provide technical and clerical duties and provide support to Medical Record and Health Information staff of the assigned facility.
  • Incumbent interviews patient to obtain pertinent data and information for insurance and billing purposes, updating records data integrity, etc.
  • Operate telephone switchboard to answer, screen and forward calls, providing information, taking messages and scheduling appointments.
  • Greet persons entering establishment, determine nature and purpose of visit, and direct or escort them to specific destinations.

General Description

 

This position is located at the AST Li Si Wi Nwi Health Clinic in Little Axe, OK. The purpose of the position is to function as Accounts Receivable Specialist for the Health Business Office. Is responsible for accounts receivable (A/R) collections for all Health departments.

 

Responsibilities

 

  • Post payments and adjustments in billing software using the Explanation of Benefits (EOBs) and Remittance Advice (RA) as reference document.
  • Verifies, and audits updated financial transactions.
  • Respond to correspondence received from insurance carriers or patients
  • Appropriately changes essential information needed for insurance carriers for redirection or status of initial claims
  • Manage/Reconciled denied claims and appropriately, and file appeals if needed.
  • Make outbound calls to insurance companies to research and gather necessary information for successful claim resolution
  • Make appropriate decisions on accounts to be worked to maximize reimbursement.
  • Identify any problems/trends and communicate them to the direct supervisor for resolution.
  • Must be able to communicate procedures for processing changes that may increase revenue from insurance carriers.
  • Reviews and reconciles transactions to ensure accuracy and completeness.
  • Provides requested information as assigned, creates or generates related reports or locate and pull requested information for drafts or documentation.
  • Gathers all paper checks to be deposited.
  • Enters data monthly in accounting software.
